Genocide cannot happen without the presence of the bystanders. The people, who although not directly participating
in a Genocide, stand by and in silence as thousands and sometimes millions of people are murdered simply because of
their identity or belief. Part of preventing Genocide, therefore, involves the creation of new type of citizens, the
upstanders, people who refuse to be silent and indifferent in the presence of atrocities. People who stand up and say
no to dehumanization and persecution of any group of human beings and who understand the value in human
diversity.
